Goals and objectives.

1. Aims and objectives
  • Promoting the game of Go.
  • etermining and rewarding winners.
  • Adjusting players' EGF ranks.

2. Time and place
  • The tournament will be held on May 4-5, 2013 in the main building of University of Latvia (Raina Blvd, 19, 3rd floor)

3. Organizers
Tournament is organized by Latvian Go Federation. Tournament referee is Martins Livens.

4. Regulations
  • The tournament corresponds to category A according to the EGF rating system (http://www.europeangodatabase.eu/EGD/EGF_rating_system.php).
  • The tournament is held in McMahon, without a handicap in the upper group and with reduced handicap in the bottom group (McMahon coefficient minus one). Time control is 45 minutes of regular time plus 20 seconds per move (Fischer's control). Komi is 6.5 points. Handicap is determined by the program Opengotha. Rules are Japanese. Pairing is performed by the program Opengotha.
  • With the beginning of each round all game clocks are to be run at all those tables with at least one player present. If a player has spent all his regular time and then all the extra time, then the loss on time is fixed - even if that player is absent. If a player does not attend a round and as a result loses the game, the referee may apply a penalty, up to disqualification. A player may miss a round, but in this case he must warn the referee in advance - at least half an hour before the start of the round. For the missed game player suffers a technical loss. If within 10 minutes after the beginning of the round, none of two players have arrived to the game, the referee may fix technical losses for both of them, or apply penalties, reducing their regular times by 5-20 minutes.

Day 1 (May 4)
    From 10:00 to 10:30        – Registration, tea
    10:30                               – Opening ceremony, pairing
    From 11:00 to 14:00        – 1st round
    From 14:00 to 15:00        – Break
    From 15:00 to 18:00        – 2nd round
Day 2 (May 5)
    From 09:30 to 10:00        – Arrival, tea
    From 10:00 to 13:00        – 3rd round
    From 13:00 to 14:00        – Lunch break
    From 14:00 to 17:00        – 4th round
    17:20                               - Awards ceremony, closing event
6. Determining of winners and awards
  • Places are determined according to McMahon points, in the case of equal points - according to SOS, then to SOSOS.
  • Participants who took 1-3 places are awarded by diplomas.
  • Players that have missed at least one round, cannot pretend to a prize.

7. Adjusting EGF ranks
Results of games played in the tournament will be sent to EGF, and these results will be used to adjust players' ranks. Results of games where a player suffered a technical (?) loss, will not be sent to EGF.

9. Applying for participation
For all participants prior registration is required. Application form with player's name, surname and level (as well as with the number / nick at EGF or KGS, if any) should be sent in electronic form to turnirs@latviango.lv

10. Registration fee
For residents of the Republic of Latvia participation is for free. For residents of other countries registration fee is 10 EUR (one can transfer it to the bank account listed below, or bring it in cash in the morning of the first day of the tournament).

11. Accommodation in Riga
Nonresident participants must decide where to stay themselves.

12. Etiquette
Organizers pay special attention to the strict observance of the tournament rules and etiquette. In place of the event smoking and drinking alcohol are strictly prohibited, as well as staying under the influence of alcohol or other intoxicants. Violators will be disqualified immediately.
